This vise is a very early WiltonNo. 3, with swivel base, complete and in very good condition. It dates to early WWII (1941-42). The vise has only a small remnant of paint remaining.

The jaw inserts are in good condition. There are almost no signs of this having been pounded on. This was cleaned up via an overnight soak in Evaporust (after being disassembled) to clean off some mild surface rust.

It's ready for new paint or a coat of bare metal protecting finish of your choice (I like to coat with Penetrol). The vise dates to the very beginning of Wilton Bullet Vises, early in WWII (1941-42). The keys to dating this vise are that it has no date code on the key. That the company name is WiltonTool Corp.

And that it says "Pat Pen Made in USA" on the other side. This excerpt on dating a Wilton vise is from the website MIVISE: For the unstamped 1941 to 1944 Wilton vises, there are four variations I'm aware of.

The earlier two versions of vises will have Wilton Tool Corp on the right side with a line that loops underneath from the first to last letters. The left side will say Wilton Vise No X with X being a number like 3 or 4 that coincides with the jaw width. The right side logo on one version will also have the line looping from the first to last letters, but will have Pat Pend Made in USA in the middle of the bottom of the loop. The second version will have Pat Pen USA with a notch in the body and a large space between Pen and USA in the middle of the bottom of the loop. As you can see, this bullet vise is as vintage as it can get and in very good condition all the way around!
