Antique coach maker vise swivel 4 1/2 jaw & base collectible machinist tool

Estate find, as found, uncleaned, 4 1/2" jaw, 18" bar, opens to 12"; 11" tall from base to top of jaw, I do notice a piece missing from the front base as shown, weighs 65 pounds, tested and turns freely, need clean up and tune up from long storage, please see photos, rust, wear, possible damage, AS IS AS SHOWN, location K4.
