Vintage Wilton baby bullet vise with RARE Wilton swivel clamp base. This is a cool old piece from the mid 40s. The clamping swivel base is super rare and hardly ever comes up for sale.

I have not done anything to the Vise so you can keep the original patina and use it or restore it and add it to your collection. The Vise is missing a bar for the old bullet style swivel clamps and the main handle is bent. Those can be easy fixes. There are some nicks, small indents and marks on the vise but no obvious abuse and pretty common for vises of this age.
